This was traditionally done in Japan too. The death of the Emperor was announced weeks after the event; in the meantime they made sure that there would be no problems of succession. When everything had been ironed out, the death would be announced.
In fact I read an announcement of his death in the news on a Chinese(?) Taiwanese (?) site a few weeks ago, and I am still wracking my few remaining brain cells trying to remember where it was reported.
Perhaps that one was the real death?

Just this afternoon I was driving along and the lights changed against me. (Before I saw this article)
With a huge amount of effort, a mother put all her weight on the pedal and started to slowly wobble out across the road with two small children on her bike. She had bags of shopping hanging from the handlebars. I sat there thinking just how vulnerable she was, and just how tough many of these mothers are. The thought of my accidentally hitting her also passed through my mind, and for the umpteenth time I realized what a lottery it is for a driver or a cyclist on Japanese roads, especially as the J Police can come down so hard on you.
Every accident is different and contains a multitude of factors, and the insurance company apportions percentages of blame. If you kill someone you will likely end up in prison.
PS As someone pointed out above, a zebra crossing in Japan carries almost no weight with most drivers. It is safer for new arrivals in Japan to assume that most cars will NOT stop for you.

The unusual combination of dress is one thing, but there is no description or record of their attitude at the time.
Easy for them to sue over this. Easy for us to discuss clothing here, but they were on their way to a conference on Islamophobia! Challenging looks? Paranoid looks? Despising looks? What?
Had they been calm and respectful then he probably would have had no objections to letting them on.
My guess is that the captain made his final decision on their expressions and the look in their eyes. Without proof to the contrary, I am afraid I would have to back the captain's decision here. If he was wrong in this case, still nobody got hurt, even if many people were temporarily incovenienced.
Captains still need our support making such difficult decisions.

Tokyo Sky Tree is a very clever piece of engineering, but they were limited at the base by the narrow triangular shape of the old railway/railroad marshalling yards there. Have they been too clever for themselves? Hubris?
Although I admire what they did, I remember expressing the opinion here on JT that a Hundertwasser style of green gardens living complex would have been much more suitable for Tokyo, for a number of reasons too obvious to state here.

It seems easy to go along and check it out, and maybe pay some money, but they won't let you go.
Gradually they will tighten the noose on you, suck up all your resources, alienate all your friends and family, uproot you from your background, and make it impossible for you ever to even think of leaving or having any independent thoughts.

Are 100% of all Japanese reactors going to be shut down then, 'for tests', as the rumors suggest? Is the nuclear power industry giving the public a taste of what life without nuclear power would really be like? Are they waiting for us to beg them to come back in a huge swell of democratic fervor?
Does anyone know what the stress tests involve, by the way? Hammering them with huge rubber mallets and shaking them around a bit, or running them at 120% or 150% as in the China Syndrome shown last week on J TV?

Some recriminations going on behind the scenes about whether they should even have been out there in such appalling weather.
14 picked up by the ship that 'had been towing the platform'.... Hmmm... Difficult to work out exactly what happened, but presumably as it capsized they cut the hawsers? Capsized. Is it still floating then, but upside down? Or did it sink, I wonder?
Either way a truly horrible story. Hope we learn something psotive from this for the future.

Nuclear is not the cheapest. No way.
One of Kansai's Fukui reactors was suddenly shut off today 'for routine maintenance'... Why do they do this so suddenly and without any advance warning? 87% of this country's nuclear reactors are now off-line. All reactors will be switched off by next spring... huh? Why do I get the feeling that the nuclear power industry is deviously blackmailing the populace into realizing how much they actually do need their electricity? Will the people start shouting for their power to be switched back on again as next year's summer heats kicks in?
