It sounds roundabout and distant to the Western eye/ear, but it contains a heavy hint that few Japanese would miss, more so a Nagoya cop facing the Tokyo cops.

There are any number of interpretations of this story.
For many years NK has tested the winds for sending poison balloons to Japan, and these have been reported in the Japanese press whenever they have landed.
I can imagine that someone feels the need to test the ocean currents too, to see where objects might float to at a given time of year. Perhaps they asked for 'volunteer' prisoners to do some drifting on the winter seas. The expensive tracking equipment would be a nice recording device, and they could save on fuel by giving them very little. It could be that one of their poor number couldn't hack the job though.
OK, that is one scenario, and I can think of others, but the story as it stands with no other explanation makes too little sense.

None of this makes any sense. How can you survive snow storms and winter seas for THREE WEEKS in a small open boat. There must be more to this than meets the eye, though I doubt they will be telling anyone the truth.

Blaming America is a bit weak, too. Sure they would like to get the oil, but their influence has never been strong in these matters.
It is 100% up to the native population to become strong and sort this out.
Thank you for posting, Shriff Yilmaz. We need to hear voices from as many sides as possible. I agree that being one-sided never helps. M.Youssef was shot probably unlawfully, a bit like Colonel Gaddafi, and no court case was ever heard.

If you look closely at the text, however, anyway in another translation that I saw, it is linked to defending the party leadership, ie all of the power elite. By allying themselves with him, they are covering their own asses.

Someone in Japan still believes that (some) whales will one day in the future become a major food source, possibly under 'managed' farming. Based upon this belief, they are probably trying to keep open the only 'legal' window they have, knowing that if they stop any aspect of this activity it will be lost for good. They know they have to be just as tough and bloody-minded as the other lot since there can only be one winner.
Poor old Brigitte Bardot has cracks in her hull.
If the whalers heard her cries for help, they would surely have little reason to believe them. There was once a boy who cried 'wolf' too often...

There is now a temporary barrier that has been thrown up against the sea.
This Fukushima nuclear mess will take at least 40 years to clean up. Maybe they haven't published the plans yet, but I sure hope they are hard at work designing a new wall to protect the fragile emergency system now in place.
If another tsunami comes along and washes away this barrier tomorrow or the next day, I really do not want to hear anyone say: "We never imagined in our wildest dreams!".....souteigai, again.
