Reminds me of a tamed down version of the Jamie Bulger case, in England in the early 90's.
There was massive public uproar about that, at the time. I do not imagine anything like that to happen in Japan... because the public simply does not care.

Yes, throughout history, this has indeed happened. I think the thing that is most shocking of the Japanese example, is that it occurred almost halfway into the 20th century, way after the west emancipated itself from such medieval ways of operating.

"In a place that I used to live, we had rubber duck races for charity. Not huge, expensive prizes but a large variety of them, they got alot of attention. It was so off-the-wall that the contest itself got alot of attention. Imitators but no successors. It is still very popular. When I first found out about them, I thought, how do they keep all these ducks from being washed down the river, as garbage? That puzzel was solved when I went. They picked them up by hand, from the banks and from rowboats individually the SECOND the contest was over. Now the contest. First, it was a madhouse. People everywhere, all over the place, the banks, the bridges, it was crazyness. Second, it was probably one of the best times I ever had in that town. The first duck to hit the finish line won the grand prize and those first to follow would have the rest of the prizes. At the time, it was five bucks a duck. Each duck had a number. The ducks were jealously gaurded and watched like hawks. Nobody's duck was going to go missing. Even if they marched into the river and got them themselves. I got there thinking I was early. It was crowded and a little wild by the time I got there. Five minutes before the race, it was MAYHEM. I have to add there, the fun kind of mayhem. It was around the fourth and everyone was in a good mood. Filled into the trees and "to the rafters." The only place that wasn't filled was one little bridge and it dawned on me why. Three side tipping trucks slid in slowly and I realized where the ducks would be dumped--and out they came. On a fast moving river, they rushed out in a whoosh. They moved faster that I had figured and the race was over in 12 minutes. Total blast."

Would have been better for the shop staff to accept the fake money and hand over the goods. The total cost of the apprehension is going to cost way more in money and time than 1000yen. Would have acted as loss leading advertising too.

Should have gone to a place where money exchanges hands a lot faster, like a fish market, or a standing bar at peak hour. Would have made it a lot easier to shift the notes.

Basically, we all know that it is not going to change. The role models they have are their salariman fathers, the gurning goons on TV, the not-even-subliminal nationalism at every corner and women with the mannerisms of dribbling babies.

Yeah, Japan may have a fast connection to the internet, but that is the only thing the technology world here excels at. The rest if it is completely lame; proprietary to the hilt, awkward, unnecessary interfaces to everything, a general level of ignorance to all things technological, even from shop staff in electronics stores, and nothing actually inventive or world smashing.
Europe and America run things when it comes to computing.
As for Internet based electoral campaigns... bring it on. Would be an excellent trolling opportunity which I would whole heartedly take on.

They shouldn't HAVE to, but the do.
My mother is from Wales, and my father from Denmark, so I guess I would be classed as 'half', although only by parental nationality. The race of both of my parents falls under the Caucasian umbrella. Being born in England, I never had any issues with this (I mean, why the hell would I!) If I was born in Japan, I would definitely prefer to be of dual racial heritage. Operating on the edge of this society appeals so much more than having to play the game 100%. She is lucky.
