    Clearly history has illustrated that it is job creation that offsets major economic declines. The New Deal was a key factor in the US recovery from the great depression. The same applies to nearly every other example where economic depression was addressed with job creation.

    Clearly?? Please. Jobs that were originally created by the government in of itself will eventually be labeled as "waste" as a part of big government. This is what history has clearly illustrated.

    With all due respect, the link I gave which was compiled by MILT clearly indicates that on average, people use the trains significantly more in 6 pm versus that of 10 pm. I will give you the benefit of the doubt that maybe there exists a surge in passengers in certain lines between certain stations during 10 pm but I can for certain assume that when the train passes these stations, (I.e. Ueno, Shinjuku) there is a significant drop in the number of passengers. Hence, there is absolutely no need to increase the frequency when the majority of the time, the train is not that crowded.

    Find ways to cut spending and improve efficiency in how funds are used. Start there first. Then find ways to create jobs so you also create more tax paying citizens while reducing dependency on public funds

    Such brilliant statement. (sarcasm)

    The above statement has been a goal of every democratic nations government since god knows when.

    Find ways to create jobs=pork barrel projects which not successful= wasteful spending=move to cut this spending repeat x times since god knows when.

    What makes these guys think that volumes at 10pm are significantly lower than 6pm? In my experience the trains are worst later but the frequency of trains is often less. Why?

    Perhaps it has to do with THE FACT that volumes are indeed LOWER!!!!!

    Wow... an 'independent panel' clears the companies of wrong doing but finds a few scapegoats... go figure!

    The independent panel is called "監査役等責任調査委員会" which consists of lawyers and certifiied accountants who are not tied with Olympus. As their "title" suggests, their "mission" is not to determine whether or not wrong doings, negligence, or irresponsibility took place within the company. Their job is it identify whom fits those categories.

    The probability of Tokyo Bay experiencing a mass tsunami is minimal at best due to the shallow depth and the fact that the area is somewhat closed between the two peninsula which in of it self act as an wall (embankment)

    There was an article in May of last year that Tokyo Metropolitan Government set up a team of experts to further study the matter. The report is to be completed by this spring.

    You just do not stop the benefit in a middle of winter time. Once the weather improves in spring time, there would be construction works, and the business start hiring.

    There are construction works already in which many positions aren't filled due to lack of qualifications of the current unemployed. This is the "mismatch" problem that the government had alluded to.

    What the government is saying is that those unemployed that received 90 day extension based on where they reside will not be extended. This does not mean that those unemployed cannot appeal for a longer extension on an individual basis.

    nigelboy -- wrong. Please re-read what I said. I said if the "priority" was on profits rather than safety. Not simply having an accident occur. Is that too difficult for you to understand?

    Forgive me but aren't "accidents" caused by inadequate safety measures?

    Again they are all victims but can the amount spent 'bodyguarding' the whaling ships be justified when so many are in limbo and now the government cuts benefits?

    To those who worked in the ports and the processing plants, the answer is YES.
    To a "few" that are miles and miles away from these coastal areas, and have no "SENSE" of what is really needed in this area, and was not directly affected by the disaster, the answer is NO

    Yeah but Nigelboy. What percentage of the affected folk....I'm talking about tsunami victims and those displaced due to the ongoing nuclear plant situation are involved directly in the fishing/whaling industry?

    We're talking about jobs lost correct since the subjected is Unemployment benefits.

    Can't say exactly how much but if read the article I cited, it briefly explains the ratio of 一般事務員や販売業、食品加工業は0.2~0.3倍台と大きな開きがある。

    In other words, for every 100 job postings in this sector, 500 are applying in this sector.

    This is explained in the below link where it states that the ratio decreases along the coastal area because of the "mismatch" in jobs offered (construction) versus qualifications (fish/food industry workers).

    As to the fishing industry damage, 319 fishing ports were damaged of which 22 fishing market is completely gone. 570 fish processing plants completely damaged, 140 under water, 113 partly damaged.

    Is it 'mostly'? I do know there is a lot of heated dialogue currently on how exactly the fishing industry is to be revived in those areas?

    IMO this comes down to a simple question -- is it criminally negligent if the president does not set a corporate culture of prioritizing safety over punctuality and profits?

    By your "simple" definition, all airline executives who had experienced crashes that resulted in fatalities under their helm would be criminally responsible.

    If you done any research on the matter, the people that are mostly unemployed use to work in the fishing industry.

    @nigelboy, what is the link you have provided? I am clueless how to interepret this data.

    The read area represents the deposits held by financial institutions in Japan. The blue area represents the outstanding loan amounts and the light blue represents what is defined as excess deposits over the required capital requirements for a financial institutions.

    Perhaps you need to read what you wrote.

    Put it another way. Why would foreign investors pour money into a currency market of a nation that is allegedly "filled with corruptions and wrongdoings."?

    Highlighting the corruption of a single company like Olympus is fine. But to extend it to the entire corporate culture of a single nation based on this incident is weak for I can list many companies in Western nations that would make Olympus scandal look like a simple journel entry error.

    What are you talking about, nigelboy? You have lost me here. Please elaborate further, so I can understand what you are saying.

    JGB has the lowest long term yield in the world and yet banks are buying. This is because the banks have excess cash which instead of "lending", they are buying JGB.

    In other words, if the banks are losing their "appetite" for JGB, it means that there are alternatives (like lending) the banks can use for their excess cash.
