Your statement basically applies to all donations where it funds the projects or assistance covers partially the deficiencies in which the government may or may not be able to accomodate. Furthermore, you have absolutely NO CLUE as to what the people of coastal areas actually want which for many are getting things back to normal including the recovery of the fishing industry that majority of the population dependent on. These people don't intend to live off government assistance for rest of their lives
If you're so mad at the budget, your anger should be directed at the Sea Shepard for the root of the cause. I'll make it simple for you. No SS. No $30M budget. Ishinomaki and other coastal whaling port workers and industry recovers. As the recovery continues, the tax burden is lessoned to a point where the industry and the workers provide much nessary tax revenue for the community. Problem solved.
If you read the entire budget submitted by the Fishery Agency, those are answered. And yes. Majority of the fund allocated goes to the reconstruction of the ports as well as give financial assistance to the various fish processing facility that was destroyed there. As for this particular budget itself, the additional defense because of the violence by SS, will hopefully result in 900 catches for this season as well as the next.
No products=no facilities=no jobs=no economic recovery in this location. I hope this simple formula helps.

Nice. (sarcasm) But if you want to prevent such incidents from happening again, simply "knowing" what happened on December 7, 1941 accomplishes nothing. What needs to be "known" are events and circumstances that lead up to that day which most Americans are clueless to so let it dumbed it down to the masses to "We were attacked for no reason!!". It worked for FDR and is still working today.

Let's be clear. The parties that are "angered" by this funding is lead by environmental groups like Greenpeace and IFAW who aren't affected by the disaster and furthermore don't give a rats a$$ whether the victims (Ishinomaki and other fishing villages) reconstruct their industry, PERIOD.

Now it's my turn to laugh. Corporate governance means crap when the same crap is repeated over and over while shareholders are losing billions and billions taking it up their rear ends year in and year out. So what if the principal involved gets to spend time in da BiG HOUSE??? It still doesn't change the fact Mr. Johnson, who planned on retiring in Utah now has to rely on welfare payments to make ends meet.
Governance is An act of governing. It's not a measurement of severity in punishment when the greedy slimeballs are caught. In that aspect, U.S. is a joke.

Give it up tmarie. There is absolutely NOTHING comparable in Japan or probably rest of the world for that matter that can compare with the Penn State sex abuse case. This involves a sick man sodomizing dozens of vulnerable children with the cover up that starts from the institution, the coaches, the University, and possibly the local police force simply because Penn State football is bigger and more important than anything else in that city.
