Yep, and because government can't decide right (they always fail at this) doctors and nurses are fleeing from their awful working conditions an people end up dying in ambulances cuz they can't find a hospital that accepts them. What did you say about Japanese health care system working?

how about a simple deductible: go to doctor with cold - pay out of pocket. need a surgery - you are covered. simple? yes, cost effective? definitively. But I bet there is some BS government regulation that wouldn't allow that.
