It's a shame the cause of the problem is not addressed. The parents haven't done a very good job teaching the kid to stay out of trouble. No doubt she'll be at it again in the none too distant future.

Sounds like she was careless exiting the parking garage. One should always be alert when joining traffic. It's not murder, but she bears responsibility for causing the accident and because she drove off knowing she hit someone, she should be punished severely.
