I've found the check of carry-on baggage is very good in Japan. Have been stopped for pen knives a couple times, butane lighters, stuff all supposedly restricted. Once had a mini-Leatherman in my carry-on I forgot about that was detected in Naha but ANA shipped it to Narita and then I put it in my check-in luggage. I think it's in the screening of check-in baggage that is lacking. I never also lock my check-in when flying in the U.S. Many times have found in them the note that my check-in was inspected. If they can't open it they break the lock or cut the soft bags.
