BBLeo the guy was busted for selling drugs, ie. MEDICINES to pharmacies. He wasn't dealing crack on a street corner. Also, the article only mentions "23 vitamin products and other items". This means that likely it was stuff kids shoplifted from the shelves at other pharmacies and not actual medicines…
