    Indeed. A Mainichi report on the incident said that her condition was deemed "non-life threatening" despite receiving a large blow to the head, but she died in hospital after her condition worsened.

    This is true of lower-tier universities, which are in plentiful supply here. But only "about" 30 universities are being selected to presumably take a large proportion of the foreigners. That's an extra 10,000 students - all foreigners - per school.
