This is true of lower-tier universities, which are in plentiful supply here. But only "about" 30 universities are being selected to presumably take a large proportion of the foreigners. That's an extra 10,000 students - all foreigners - per school.

It will be interesting to see what universities they pick and what the backlash will be. If the government selects the universities, in theory wouldn't that limit the ones they choose to national/public universities?
