The "nine-dotted line" is clearly an expansionist policy. Only in this case it is about water rather than land. More specifically, it is about the sea bed rather than some barren islands that serve as "markers". These issues have been hashed out during the cold war in such areas as the waters between Cuba and the Florida Keys.
