  I would have thought ppl living in these areas would be more prepared for winter. Maybe they're getting carelss coz they been told sooo many times for the past few years that humans are causing the world to warm up.

  This is the Incrementalism method. Small frequest increases in taxes and the peasant won't argue.

  Or announce a huge increase and then push thru the actaul increase you really wanted anyway and the peasants go 'well thankfully we didn't get stuck with that huge increase they threatened' and then they don't argue

  I was looking into getting something like this for my next trip to japan - but if you already have a smart phone - there's a few apps that can suffice in place of one of these - but prolly limited in functions compared to this.
