But you see mommy can't shop for all important LV, play Pachinko, or smoke on the train platform and watch junior at the same time. Just yesterday at Nagoya Station my 10 year old daughter saved a 5 year old girl from walking off the train platform. Mom was oblivious smoking at the ash can. We took the girl to her mom and what did mom say, "Dame desu". to the child, and not a even a thank you to my child.
Some people just should not breed, end of story.

Being from Chicago, and seeing the state of Chicago schools, this was not the best choice. Actually one of the reasons my wife and I moved to Japan, give our daughter and international education, and the international schools in Nagoya are some of the best in Japan.
Chicago still scores near the bottom of school districts in the USA for scholastic achievement, but is always near the top for drop out rates. Duncan improved none of these during his watch.

For ambulances, what every other nation does: Fine them for making a false emergency call, misuse of emergency services, and charge then all expenses for the ambulance trip. Hospital outpatient services, not alot to do about that, in the States the elderly do the same thing as here, and the homeless in the States use them as an excuse to be off the street.
