Fees are necessary to pick up trash, develop and maintain mountain toilets, pay for medical supplies and personnel at stations along the way and general maintenance of the trails.
Currently the above are taken care of by volunteers, and payments from the surrounding prefectures, as well as some part paid for by the lodging companies

Exactly, but I've been to Vegas watching some high roller baccarat where they bet $20,000/HAND!! Of course that won't affect "normal" people since most don't have that kind of money to throw around, but the point is that it's so easy to lose more money in a casino than at pachinko. BTW is there any limit to bet size at the horses or keirin, boat races?

1 standardized test is fine if its just 1 aspect of admissions. When I went to Uni in the US the SAT ( only math and English) was 1/3 of consideration. Another 1/3 was high school grades, last 1/3 was extracurricular and essay

People who say civil unions are the same as marriage so why can't we just call it that ,don't understand the legal ramifications of the word "marriage". "Marriage" comes with literally hundreds of legal rights, benefits and responsibilities. Unless you are going to change the wording of every one of these to include "civil marriage" it's simply not the same. Having blacks sit at the back of the bus is not equal rights, nor is civil marriage

Mark G, civil unions are so far removed from equal rights. There are over 1000 laws in the USA that only apply to married couples, not those in civil unions. For example, a straight American man can marry a "mail order bride" and bring her to the States with a green card, but a gay man can't bring his foreign partner to the USA no matter how long their relationship. It's good to see Disney and other American companies, politicians, people realize that 2 people in love are the same, no matter the make up of the couple and deserve to be treated equally

@ubikwit. Civil unions do not suffice, since there are hundreds of laws and benefits given to "married" couples only. (US case). If those laws were all changed to say "for those married or in civil unions", then yes, civil unions would suffice, but they aren't.
