actually the ping times changed, and some relays changed their port exposure to the Internet. there is more and more less and less 'presence' of certain relays as they become hardened against port attacks by not showing up on pings.
often a traceroute only show relays that respond, and in toughened intranets the path stops at the secured firewall.
and this has accelerated after 911.
IMHO the reason why servers are being toughened like that is not really to be immune from cyberterrorists, but to not show up on Big Brother's radar.
it's assumed that they exchange more encrypted traffic via the secured relay.
Big Brother can only analyze the plaintext traffic.

because they make great cameras and game machines.
my old iMike 560 which used the iDen network, now just works as a clock and database. it has all my most called phonebook in it.
my new cellphone is a BlackBerry Pearl 8130. Most definitely when I upgrade to a new cellphone in 2.5 years it will become a camera and addressbook for both names, addresses & phone numbers and names and email addresses of my friends.

actually, she was competing with legitimate porn sales without giving the government their tax cut of profits, which even photomagazines that sell zines filled with images of clothed girls under 16 pay.
that she was profiting from selling copies of images of herself, to which she owned copyright was "illegal" because she cut both government and gravure publishing houses out of the profit.
this shows that a person can be penalized for profiting from her sales of her image without registering copyright and allowing big business and government a cut of the profits.
that's why it is a crime; she was making more money than she would have had she signed a contract with a publishing company.
If she just pays 50000 Yen on her 1 million yen profit, I am sure the government will let her keep the rest. Now this way, she will lose all of it.
