Why not just make it a rule that if the officers' remarks differ from government's view, they should say that they are speaking "their personal opinion, which does not reflect the government's view".

This is sad. I don't know what the circumstances were in this case but it is difficult to understand why someone would be out with a baby at 3am. Unless the accident happened a few hours earlier and it was just discovered at 3:15am.
