First time I've ever heard that term too. Dictionary.com defines it as "to subject to two opposing forces at the same time" e.g. costly fuel and the disaster in this case.

About the shoes, they really are that long. For some reason I don't quite understand, long shoes are "kakui" here. You see them all the time. And no, their feet are not that big.
