  They better catch the culprit fast. Acts in all forms of criminal activity seem to escalate gradually over time in order to maintain the 'rush' these people receive from it. Now, it's trash, but I'm afraid that it will lead to buildings which in turn could lead to harming other people. Douse the problem ASAP!
