Definitely. They choose actors who people will recognize ("ahhh... it's so-and-so from insert random comedy duo or TV personality here). The same for live action stuff - the voices don't portray the characters whatsoever and it detracts a lot from the enjoyment and meaning of the films.

One bit of pretty important info is needed here - where does the Japanese idea of the islands' coastline end and international waters begin.
In Okinawa they were complaining about China moving ships through international waters that were close to Okinawa a month or so ago.
