He has apologized, but I'm assuming he hasn't said why he didn't. If it wasn't to belittle or offend the fan, then why was it? He doesn't care about his fans, he didn't want to be disturbed while eating, he dresses up like Koda Kumi in private and his brain was in Kumi-chan mode? Should have given some sort of explanation.

Nicky - Have heard similar things about the UK. We may get a fair few things wrong there but in this aspect they really seem to be pretty ahead of the game. It's in a different league from Japan, who might get there in a generation or two... or possibly not.

The thing is, Sea Shepherd and the Japanese whalers need each other. If it wasn't for the whalers, Sea Shepherd wouldn't have a large proportion of their activities, and would sit around bored during the winter. And if it wasn't for people protesting, the Japanese whalers wouldn't be able to try and show once again that they are the victims and that nobody appreciates all the white papers they have come out with(?) after extensive research on the animals.

smithinjapan - oh exactly. There's no way the japanese government would risk their relationships with TEPCO, Japan Tobacco, or any other Japanese industry. If they did the brown paper bags of money might dry up and shady dealings could become public.

As has been said in a few of the comments, is this just the government wanting to remove themselves of any responsibility should any future problems occur. If this happens the government can say to the union, "Well it was your fault... you let them dump more radioactive material into the sea... nothing to do with us now".

The fisherman's union is strong in Japan, it seems. Am guessing they'll use it to fill their coffers a little more as the end of the financial year approaches.

sf2k - You said pretty much what I would have done. Japan has apathy towards the majority of things non-Japanese and so is no surprising that top teams that come to Japan attract no interest/TV audiences/column inches etc..
As for the tobacco advertising, if it acts against them then they will probably say it just biased against them and that they are the victims.

Tamarama - Not necessarily the case. If kids are taught the IB way of education (i.e. a modified version of the student-centred education of the UK in the late 80s and early 90s that didn't really work so well at the time) from a younger age then that is the type of learning they become accustomed to. Intelligent and socially sound doesn't really come into it when a school starts teaching students from 6 months and brings them all the way through primary/elementary school, as you have no ideas about both of those things when you take them on.
