Most who work at the Agency will tell you that it is a prison... they come in on Mondays, work till Fridays (sleeping on the floor in their office using a sleeping bag), before repeating the whole routine again the next week. "Lovingly" termed the "Ichigaya Prison". Maybe this guy was just trying to make a "jailbreak".

Could be a necessary evil... some families live with their in-laws, and love hotels allow the young couples to have greater freedom in how they want to enjoy each other's company.
