Any reason why they can't identify a foreign jurisdiction that DOES successfully deal with victims and prosecution, and just do it that way?

ludicrous.. the authorities can charge a case based on available evidence, even if the victim decides not to press charges. Just because an initial accusation (which is different than a "charge") is withdrawn, doesn't mean a crime did or did not occur. That's for the trial to decide.
