I suspect these reactors could have been successfully cooled from straight after the quake and tsunami, but they bungled it and now it has gotten this bad that the American government has to tell them to stop using sea water

I think the IAEA have to step up their game too. They should have known about problems with these plants too. Also, a couple of IAEA specialists came out here to measure radiation last week and then pissed off again 2 days later. Doesn't look like they want to involve themselves much.
