And Graham, sorry to burst your bubble, but Bunkyo-ku has the lowest crime rate, according to the Police Department‘s statistics for 2011 and 2010. Arakawa-ku is second, closely tied with Meguro-ku and Chuo-ku

100million, if you happen to live in Tokyo, you would easily understand that's not possible, unless the city is rebuild.
The illegal parking is a problem, and it is harshly addressed (I talk about Tokyo now), you see all those old dudes in blue/green clothes that patrol the streets and give parking tickets. It's about 20,000 yen and two points for one offense, I don't see how can make it harsher.
My solution would be the police to enforce traffic rules for bicyclists and pedestrians too. Pass a red light, get a ticket, regardless if you drive a car, a bicycle or you walk. It's an efficient method, in my home country works well.

Farmboy, I go to Bali this winter with Korean Airlines, the fuel surcharge was 31,000 yen. I fly every year to Europe and Asia, and I don't feel anything getting cheaper. They shift the balance between the various taxes and fares, but overall you pay the same or more.

If you speed more than 50 km/h over the legal limit, you have to go to court. the police will also call you countless times to the station and basically harass the hell out of you.

fishing is not exactly cheap, but you can buy cheap gear (and get really pissed when you miss a big one). good places for fishing are not really accessible by train, but you can have some fun in Odaiba (try suzuki at night or haze during day), or Enoshima (the season for ishimochi started!). Izu is much better, but far (karei is also season)
for camping, avoid popular places in weekends (especially near Mt. Fuji, Yamanaka-ko, beaches), you will be 10 cm from your neighbor. We found some great places in Gunma (3-4 hours drive), very large, quiet, lost in some woods. You can go to the river bank, especially if you enjoy fishing, but these are not very comfortable for camping.
anyways, ski season is starting, fork some cash and have fun!

A good comparison would be beef. There is cheap aussie beef and there is expensive Japanese beef in any supermarket. Customers have a choice, I don't think the Japanese producers are on the brinks of bankruptcy. What the farmers basically say is "force all Japan to buy only wagyu"

No, North Korea zealots should be sternly warned by FIFA that if any "unforeseen events" will affect the fans who are simply cheering their team, the NK team should be banned from any international events from the future, at least on their home ground. if they can't guarantee the safety of the game and the well being of the supporters, they can't belong to the international circuit
