Monetary rewards help get some people who have nothing better to do off their backsides and hunting the crooks down. it just so happens that in this particular case, the reward had nothing to do with the capture. i've never been stopped by cops in japan except when driving and i was speeding. guess i'm scary looking enough that they stay away from me. plus i'm usually in a suit too!
