French have had a massive military and naval presence in Djibouti for years. Quite a few FFL over there, and regular troops. The Bab Al Mandab (Gate of Tears) passage between the Arabian peninsula and Africa is quite narrow, the alternate is the trip around Cape of Good Hope.
