I think that when Tokyo becomes a non-smoking city it will be then become a great city, and only then. This applies to the other cities in Japan as well. The smoking is disgusting and therefore other cities will rate higher in my mind, for livability.

Children maturing faster is absolutely true. It is due to the growth hormones in milk and food. This 11 year-old may not be the typical kid we would have found 30 years ago doing it with her teacher.
