Where in the article does it say anything abnout anyone sending their "navy" there? The US recognizes Japan's sovereignty over the islands and therefore it falls under the Mutual Defense Treaty jurisdiction. Nothing belligerent about it.

First, it's not China that's making the noise. Read the article. It's the US lawmaker and Japan sending it's "self defense" force near Chinese territory and Aso claiming that the islands bound by US Japan mutual defense. Clearly Japan and US are the belligerent parties here.
