Japan, N.Z. sign customs arrangement

Japan and New Zealand signed an arrangement Wednesday between the two countries’ customs authorities to ensure safe and smooth trade, making it the world’s second mutual recognition framework after a pact between the United States and New Zealand.

The framework was signed at the Finance Ministry by Yukiyasu Aoyama, director general of the ministry’s Customs and Tariff Bureau, and Martyn Dunne, comptroller of the New Zealand Customs Service. Under the mutual recognition arrangement on an authorized economic operator program, 113 Japanese exporters and about 100 New Zealand shippers will be recognized as ‘‘low-risk’’ operators and their cargoes will receive facilitation measures in security checks starting in October this year, according to Japanese officials.
