While I believe that repeating the announcement in English would be helpful, not all foreigners in Japan can understand English. At least Japan says that students should be taught that there are differing opinions with South Korea over the uninhabited islets but that they are Japan’s territory

Perhaps they approach the situation this way because the koreans are actually controlling and administring the islands?
