Police in Tokyo said Friday they are looking for a man who sprayed a 17-year-old girl with a liquid resembling paint thinner as she walked home on Wednesday night -- the third such incident to occur in the area since last month.
According to police, the girl had arrived at the entrance to her apartment in Minamikoiwa, Edogawa Ward, at around 9 p.m. when she was suddenly approached by an unknown man on a bicycle, who sprayed the liquid at her, TBS reported.
Although the liquid hit the girl in the face and back, police said she sustained no injuries. This is just one of three similar incidents that have occurred within a 700-meter radius in the same area since last month, police said.
The man is described as being in his 30s to early 40s and was wearing a black shirt and black pants at the time of the incident.

I do wonder at the mental stability of people that do these sort of things. At least the liquid wasn't some kind of acid that could have caused some serious damage to the girl.

It takes three incidents before the cops start looking for someone???

How did you come to that conclusion?

My concern is that this person was on a practice run.

What on earth possesses someone to do this? The trill of watching someone scream with fear? Does he have something against girls? This guy needs to be explaining himself to the cops, and then pay compensation to the victims, and say sorry, followed up by time in the cells.

Should be easy to set up a sting operation.
