Reading the conversation I've decided that Pepper is sentient... but I have serious doubts about the AFP reporter.

Pepper: According to the Asahi newspaper, the government is close to adopting a policy to change the interpretation of the constitution on collective defence.

Pepper must be a slow reader, I suppose.

Or the interview could have been done a week or two ago and only made it in today. It isn't like this is time-sensitive news, and may have sat on the back-burner for a couple of weeks waiting for a slow news day.
