Well, it's not ok to bump into someone while using your phone. But if you want to use your phone while walking, and are responsible about it so you don't bump into anyone, there's nothing wrong with it.

It's okay to use your smart phone while walking if you're walking straight and at the same pace as everyone else, not hindering the traffic flow, especially in crowded places meant for transiting, such as train stations.
So basically, unless you're walking in a park, you shouldn't use your smartphone when walking, it's truly annoying.
