TPP by 2013 ?... Not if Japan has any say in it.:-) ..if it joins Japan will stretch the finalizing of the pact by at least a year or two ..I mean c'mon there are panels to be set up, discussion groups to be formed and debates to be had ad nausea by the famously efficient Japanese negotiating teams :)
