Police in Tokyo's Nerima Ward said that 84 toilets in a public park in Hikarigaoka were vandalized in the week between March 24 and April 1.
According to police, 21 toilets were vandalized in Oka Park on the night of March 24. Another 63 toilet bowls and urinals in both men's and women's toilets were smashed in the same park during the next week, TBS reported. Some were smashed again after they were repaired, park officials said.
The park is open 24 hours a day.

Some parks have curfews not allowing people to wander about during certain nighttime hours. They're enforced to keep homeless from setting up camp usually.

I often marveled at how nice public restrooms in Japan's parks and such were. What went through my mind was many parks in the USA in the 40's, 50's and 60's, also had nice amenities, but the late 60's and 70's brought on a massive rash of vandalism by teenagers. Hopefully Japan can continue to keep vandalism down and maintain these nice things.

I don't what park toilets you've gone to, but all of the ones I have seen have been in really bad condition. I don't think some people even bother to use the toilets, and just use the floor.

Two possibilities, someone decided to send a message, albeit inappropriate one, that the toilets should be maintained or some toilet vendor decided to pay some needy people to do it to create the market for his toilet business.

Metropolitan Tokyo's public toilets tend to keep a pretty high standard of cleanliness, especially the ones built in the last five years with all the modern facilities. Probably the best in the world.
Most parks are open 24hrs, in fact they don't even have gates. Several parks close their gates around sunset and often charge are small entrance fee. Those parks tend to be the ones with kept grass.

"nice" parks are normally NOT open 24 hours. They actually close the gates. And those toilets in the nice parks are pretty clean, have toilet paper and paper towel.
it's those small parks that are not well taken care of, they have dirty toilets that people wouldn't want to go in.

2) Find a Bush or use the side of a building
3) Hold it as long as you can and think of something pleasant until you get home (it's a stretch, but hey....)

I can't believe that no one has heard or not seen any thing, very odd, but when or if they catch the culprit, may be they should give them the bill for repairing the toilets, and then put there pictures in the local paper to! name and shame them.

Sickos who never had a proper toilet at home. I feel sorry for them. Give some people a job to patrol the parks and/or install security cameras.

Make them clean up the all mess and work with the builders to repair the toilets without any salary until all 84 toilets are fixed. Also additional 12 months maintenance works on the new toilets without any pay. This will teach them a lesson.
