Japanese Police are famous for running around cars and stuff trying to get away from wannabe tough guys, check youtube. There was a clip they other day with a guy threatening a police officer with a broken bottle and slapping him but nope...they just put up with it.

From my experience with j phone shops, good on him for shouting. Japanese people are passive and don't complain enough. Nobody complains so they continue on as normal. Why does it take a scumbag to inprove services. Low life or not, people shouldn't be murdared for shouting.

You don't need shoot someone to restrain them. A good triangle choke will do just that.
