This creepy perversion seems to make a regular appearance. Is it prevalent elsewhere or a culturally-bound one?

WTF is wrong with some people?

I would not call 35cm of hair a "snip". That's a lot of hair.

Why didn't he become a barber? He could've made a fortune sweeping up the floor.

35cm a snip! I call that being greedy.
Disillusioned
How did he cut off 35cm of hair without her or anybody else noticing on a crowded train? I think this guy has a future as a magician - after he gets out of prison, of course.

I'm sure this is a case of many fellow passengers pretending not to notice, eyes immediately darting to the floor or looking the other direction. I've seen it first-hand a number of times, as have you I am sure.
Appallingly, that sort of "see nothing, hear nothing" behavior is particularly prevalent on the trains in these sorts of situations.

Kinda weird but nothing really surprises me anymore when it comes to behavior on trains here.

A serious creep but you have to admire his entrepreneurialism.
