A 41-year-old police sergeant from the Osaka Tondabayashi police station has been arrested after it was discovered that while riding in a train, he put his smartphone between a woman's legs.
Osaka police identified the officer as Tetsuhiro Nomura. TBS quoted police as saying that the incident occurred at around 11 p.m. on Aug 12 in a train on the Kintetsu Minami Osaka line. Nomura is alleged to have placed his smartphone between the legs of a woman in her 20s who was sitting next to him at the time.
According to police, the woman, who had been dozing, grabbed Nomura after she felt the smartphone.
Nomura has denied any wrongdoing, police said, claiming that the woman grabbed him for no reason.
Police, however, later found a picture on his smartphone that had been taken at the time, showing a small bit of the woman's clothing.
TBS reported that in 2000, Nomura was issued a warning by the chief of police after another case in which he groped a woman in a train carriage.

"TBS reported that in 2000, Nomura was issued a warning by the chief of police after another case in which he groped a woman in a train carriage."
Why was he allowed to continue working as a police officer? Are the police here held to a lower standard than the general public?
sensei258
Yes, it's called the double standard, backed up by the good ol' boy network. If I did that, I'd go straight to jail, do not pass go, do not collect $200. Policeman does it and gets a stern warning "Hey Nomura, cut that out".

This should also serve a lesson to woman who sit in trains with legs apart. Sad but true...
Disillusioned
A repeat sex offender? In any other country he'd be doing several years in jail and go onto the sex offender watch list, but in Japan, he'll get another 'stern' warning and be back protecting and serving the public within the week.

Can you please point me to the section of the criminal code where this is illegal? Or are you just victim-blaming?

J-Police still have lax hiring practices and the even more lax punishment for police who commit crimes. NPA needs to raise the bar for police job qualifications. It's a very sad state of affairs when Police that are suppose to protect you is riddled with misconduct. Maybe hiring some foreign police men would help; it's obvious the Police in Japan can't look after themselves. They still deserve the jail time when its proven they are guilty.
jerseyboy
Can there be any doubt as to why police in Japan are viewed as a complete joke? And therefore the whole justice system.
Bear27840
Police doing crimes they are paid to stop just tells the public that they can do anything and not be held responsible for any crime they do.

Just mix some saltpeter to their food.

t is obvious he pushes his smartphone between her legs. There is no proof she was sitting legs apart. -But always there are people who blame victims. Maybe leg peekers troll here too?

I was on an escalator in Akihabara Station the other day and there was a sign warning ladies to be on the lookout for people taking upskirt photos.

Oh, on another post I was just talking about the police perverts in Japan. Remmeber only a small percentage is ever reported and even a much smaller portin gets into media. You have a systematic problem with your police and it is better to accept it, JJ.
oikawa
Absolutely. It would be more interesting to read profiles of policemen who haven't committed any sex crimes. If there are any.
igloobuyer
Look, the media is making it look like there is a particular problem within the Japanese police force and sexual deviancy/crime. Wrong. This only represents the state of sexual crime across the entire Japanese society. It's just more shocking when it's the police so the media prints it. Will the public stand up against it?
Mocheake
It's time to find some criminals to keep an eye on the cops.

'TBS reported that in 2000, Nomura was issued a warning by the chief of police after another case in which he groped a woman in a train carriage.'
And yet he was still seen as fit to protect and serve the public? Very reassuring for the women of Osaka.
fxgai
What would the JT Crime news section be without the police?
I feel sorry for the good ones, but when you consider who is paying their salaries it makes you want to fire the lot of them and pay for professionals instead.

The Keysatsu strike again. J obsession with surreptitious photos of women and their underwear mystifies me.
Latpoypoy
kick them out of the Police force!

Again? These stories are like a daily occurrance. What the hell is going on with the recruiting procedures of the police agency? Where do they find these perverts?
igloobuyer
Avoid make assumptions based on what the media decides to tell you; the percentage of police officers committing sexual crimes is no different to that of the Japanese population. The problem is not with the police it's with sexual deviancy in this country.
Wakarimasen
Igloo - i kind of agree your point but think the one difference should be that keysatsu are supposed to set an example and keep us safe, not indulge in perversions like this.

So that's two in two days for the police, and one for the SDF this week for the sexual harassment educator who was caught taking up skirt photos. Police are winning this week!!
But even more seriously... The guy was merely WARNED for committing the crime of groping 14 years ago??? I'm going to start asking JT again for a joint "J-Cops/Crime" section to save them time and space.

Time to NAME and SHAME!! It would be real nice if Japan got with this plan and started a homepage, or section of the daily and nightly news and name all of these idiots and SHAME all of these scum Japanese cops!

Our tax dollars hard at work. Osakago is quite the town, been putting Los Saitama to shame lately.

All of these Japanese perverts are giving a bad name to Japan. Can't they learn to respect women and TREAT THEM LIKE HUMAN BEINGS!

I strongly agree. And I'm sure there are many fine, dedicated officers. Unfortunately, as with everything else, it's only the bad who make the news. News about good people is news most people find boring. They want their murderers and perverts and gossip and tragedy.

Sort of like this?

I'm kind of glad that I live in a society where these type of incidents are reported NATIONALLY as opposed to just a mere local news (if they even bother)

Dude, seriously? Is this becoming some past time among 40 year old men or something? Seriously, STOP. This is not cool. It's creepy. If they wanted their parts to have pictures taken of, they would be doing porn. This is getting ridiculous.

You know what it really comes down too - Bad parenting. They haven't been taught manners and how to treat women. Some anime and manga's don't help too as they probably brainwash these weak minded people. You also find that there are a lot of bullies in schools there and that also is connected to bad parenting. They haven't been taught to show kindness to others. But this is whole different topic.

Years ago an otaku tried to take a mobile-phone photo up by daughter's skirt on the way over to Odaiba. It cost him an early, rather rude exit from the train and the repairs to his shattered mobile phone.

Abe wants to have more women work in Japan. How about order Osaka Police Dept to employ police women to replace perverts that was caught before?

I guess the only "Smart" item was the phone! Sarge will be wearing New Stripes soon, I hope!

@Marilita Fabie-Fujisawa, there is nothing wrong with your comment, 'This should also serve a lesson to woman who sit in trains with legs apart. Sad but true...' Getting more than 20 thumbs-down for a simple unhurtful comment that really should serve as a heads-up (or slap upside the head, DUH!) shows those who dissed you don't get it. I've been on a lot of trains in Japan and seen girls and women of all ages sitting like men with their feet apart at least a foot, and just about all of them were wearing relatively short skirts. I cannot believe that showing your crotch, underwear covered or not, is becoming a Japanese custom. I'd have to stop riding the trains.
ElectricMayhem
Thank God the iron fist of justice meted out justice on this guy by issuing a warning to him for groping a woman. Accordingly, here's to hoping they give him a harsh talking to for this incident....That should set him straight. On another point, what is the fascination with recording a woman under her dress? How does that even turn you on?

So, the percentage of police officers that committing sexual crimes should be same as Japanese sexual criminals? Are you suggesting that police authorities should recruit same rate of criminals in hiring policemen? Same rate of murderers, thieves, robbers, gangsters, etc?
Don't blame media. Media did not hire perverts as cops.
