Police in Tsukuba, Ibaraki Prefecture, said Monday they are searching for the person or persons responsible for stretching plastic cords across all four roads leading to an intersection.
According to police, a report was received at around 10:30 p.m. Saturday night from man who had noticed one of the cords while pulling up at a traffic signal, TBS reported.
Police arrived at the scene to find the cord had been tied to traffic signal poles at each corner of the intersection at a height of around 120 cm. Police say the man who reported the cord was able to stop in time and was not injured.

This is in a new Riddley Scott movie. The Counselor. They have been showing a scene in the trailer for about 2 months here in Japan. A man put up a wire acorss the street and catches a speeding a motorcycle rider... with the wire.

Hopefully, the evidence (plastic cords) wasn't contaminated during removal from the scene. Here in the States, we've collected DNA from cigarette butts to rocks (same case with a ten year lapse between the rocks used as a weapon and the confirming DNA from the butt). So, collect the DNA and do the matches. Does Japan collect DNA from convicted felons? This practice is increasing in the USA and Europe resulting in solved cold cases and some exonerations.

How busy is the crossroads? Just someone with a grudge against society? The article makes no mention of whether Bosozoku pass through the area or not, or any other possible motive, making it impossible to comment intelligibly.
There are however other less murderous ways of scaring off punk bike gangs, if that was the intention.

My bet is that some poor sleepless soul has finally lost it. After years upon years of sleepless nights of listening to Bosozoku go in circles in the intersection between the hours of 2 and 4 A.M. they most likely decided to do something since the police neither can nor will do anything. I totally disagree with what this person did, but on the flip side if it's about the nightly visits of bosozoku, I understand completely. I put-up with it for three years. Call the police, nothing ever happened, and still hasn't 10 years on. I am very glad I bought a house.

There's no way to determine motive, unfortunately, without asking the actual perp. Regardless, the act displays a wanton disregard for human life.
