With all the extra security at train stations this week because of the G-8 summit, you'd think this idiot would have controlled his urges a bit more.

Unless he was using a mirror or cell phone camera, he'll probably beat the rap. If I were his lawyer, I would point out that, considering how short the skirts of schoolgirls are, you can't help but ogle at them as they go up steps. But he deserves a good kick up the backside, if nothing else.

These kinds of behaviors are becoming mainstream now. You just have to take a look at today's latest anime shows.

Although not defending the man, the short length of High school girls' skirts these days make looking anywhere but at one's own shoes a "peeping incident.

Just the other day, one of my female coworkers was pointing out (to another female co-worker) how one girl's attempt to hide her backside with her bag backfired as the bag apparently caught her hem and lifted it up for all to see as she climbed the stairs to the station. I had to take their word for it, and keep my eyes down but that caused me to bump into a Japanese man coming down the stairs (and looking up, most likely).

If they want to keep guys from looking up skirts, they should do either of two things: Make girls wear longer skirts, or make a special staircase for girls with skirts complete with multiple blinds so that no one can look up. the former makes more sense, the latter is more likely given that they already have women's only train cars.

Seriously, IMO, (AGAIN, NOT DEFENDING PEDOPHILES) There should be a waver that women sign when they wear a skirt so short as to barely cover their bottoms that says they are fully aware that they are inviting men to look up their skirts and they will not prosecute anyone who does look up their skirts. If they don't want to sign the waver, have them wear longer skirts, or jeans etc. The fashion world is full of alternatives. I don't buy the argument that girls HAVE to wear short skirts. It may be peer pressure driving girls to hike up their skirts, but that's the same pressure to smoke, have sex for money, etc. Just because its there doesn't mean its okay.

Again, I am NOT defending a peeping tom, but merely saying that this man could merely have been walking up the stairs and looked up at the wrong moment just as easily as he could be the alleged mass-peeper that police were looking for. We'll probably never hear any more about this case from JT to be sure.

Many people may not realise, but most school uniforms, in their original form, are extremely modest. It's only when the girls get "creative" and shorten the skirts, leave a few buttons undone on their shirts etc. that it becomes provocative - and it is completely deliberate.

Actually, yes. I think that is what they expect us to do. And put your hands in your pockets or somewhere above your head so they are completely visible.

Personally I don't care what they expect us to do. I look where I damn well please. However, this guy seems to have built a bit of a reputation for himself at this station. Unless there is actual security footage of him purposely having a perve he'll get off with a warning and be at it again tomorrow.

The school boards are looking into changing the seasonal uniform for females to slacks. it has started in some the school, but remains optional. the reason for the change was health and welfare. Winter time they feel the slacks would keep children from becoming ill and as for welfare, well this article proves that.

I believe that as usual, JT has not really given us the full story. I really doubt that the police would take time out of their schedule to arrest someone for following behind a girl with a skirt. We've all been there and whether or not this guy was looking it would be an impossible case to prove that unless he was deliberately craning his neck or something else obvious.

To have complaints, there was probably some sort of intent shown. Blaming the 'vicims' is such an old and invalid argument. I'm sure that those girls that dress provocatively welcome looks (maybe not oggling) otherwise they would probably stop dressing in such a manner. For school girls, almost all the regular uniforms that I have seen have been quite long, well past the knees. The uniforms that are quite short, have been shortened temporarily by the girls who roll up the band at the top. Whether they do this for fashion, for attention or simply because it's too hot is unknown, but the owners themselves change the uniform. Therefore, I suggest that to blame the dress code is a bad argument as well.

I think the reason why the Japanese school girls' outfit has become such an iconic feature is simply that it represents youth. Take that for what you will.

Is this story news worthy? I really doubt it. The only reason it's probably in the news is because the pervert is a school teacher which makes his crimes more heinous.

There's a Western cultural issue that I'd like to point out to the English speaking folks here (and back in their respective home countries), who are probably unaware of their own history.

i agree with hughgarse and others, if all he was doing was just looking up as he was walking up the stairs, it should be ok. He was probably hanging around at the bottom of the stairs on a regular basis, and received complaints or something. It's impossible to be arrested for simply looking up a gals skirt while walking up the stairs.

Not so long ago, I had to walk past a group of girls at the station who were all sitting on the stairs going up at the end of the platform. They had all had short skirts on and were all sitting on about the 10th step with their skirts at about eye-height to a man. Skirts below the knee conceal little in this postion.

They must have been doing it quite deliberately - to attract the eyes of men trying to walk down the platform and also to embarrass them. It certainly worked.

tjrandom, I see your point but think that comparing slacks to a chador is a bad analogy and one aimed at appealing to emotion rather than logic. Look around and you'll see that plenty of girls and women opt to wear slacks because they're comfortable and practical. The idea that women have to wear skirts in order to be formally dressed or respectable is about as dumb as the idea of ties and nylons. At the very least give them the option. I know when I was that age I would have gone for the slacks as would have most of my friends. There are plenty of ways to test the limits beyond making your uniform into a skirt little wider than a belt.

I've been guilty of that a few times when I was 14 or 15. In those days the sight of a female knee cap was a real thrill.
