They're not. They're allowing a private corporation to make money by selling movies in Chinese theaters (The above article is Exhibit A). Maybe you should know what the meaning of "communism" is first.

The chinese government has tight reins on media, internet and foreign movies. They do this to avoid potential subversion of its authority. A movie titled "The Force Awakens" wouldn't have flown very well back in '89 when the students occupied Tiannamen Square.
