A one-year-old Humboldt penguin, which escaped from its enclosure in Tokyo Sea Life Park after climbing a four-meter-high rock face and skirting a barbed wire fence two months ago, has been spotted in Tokyo Bay but attempts to capture it have failed, the Tokyo Coast Guard Office said Wednesday.
A coast guard patrol boat and a rescue craft monitored the penguin for about an hour in Tokyo Bay earlier this week, but were unable to get near it.

The coast guard couldnt even catch it, thats funny maybe they should have just rammed or thrown some concussion grenades. Seems to work on everything else.......

I guess it's survival depends on food supply and Tokyo Bay's summer temperatures. If those two things are OK, why not leave it alone?

If they do, the aquarium will surely make him a tourist attraction and keep him on view to the public in his own tiny enclosure. His life will be about as much fun as the animals in Ueno Zoo.

Reasons a penguin in Tokyo Bay is a problem:
a.) It's a continual embarassment to Tokyo Municipal Animal Control.
b.) Manpower drain as Animal Control devises and unsuccessfully executes its latest "Operation Penguin" fiasco.
Reasons a penguin in Tokyo Bay is NOT a problem:
a.) Unless some fool sets a Humbolt Penguin of the opposite sex free as well, there is no chance that an invasive species is created.
b.) Not a threat to humans or other animals (except for the fish that comprise its dinner).
It's cheaper for the city to leave the poor thing to it's own devices rather than terrorizing it with these penguin hunts.
