Yeah, lifting evac orders a whole lot cheaper than paying for entire towns full of houses and businesses.

"The assistance is to be cut off a year after the government lifts an evacuation order."

THAT is the sole reason for this people, don't be fooled! These people were FORCED from their homes and now face the choice of going back home to a potentially dangerous area and rebuilding their lives (again), or else no longer be compensated for where they are living now. It's a new level of low for the government and the company. And asking the municipalities to cover more of the bill for reconstruction??? Seems this government likes to put the nation and debt more than a usual government does and then ask others to pay for it more than a usual government does, be it Olympic bids or compensation for government sponsored nuclear meltdowns.

And the shareholders rejoice.

Tokyo Electric Power Co Incorporated TYO: 9501 - May 27 3:00 PM GMT+9 666.00 Price increase 21.00 (3.26%)

Disgusting, putting refugees in between harder rock and a harder place.

TEPCO also provides compensation to those who lost their jobs and PARTIALLY covers the value of homes in the affected areas, depending on the length of their forced evacuation.

Are they implying that people who lost their jobs were fully compensated?

TEPCO should liable for every business that has been disrupted by high radiation levels. There are individuals who are arrested for minor "disruption of business" laws, yet the government allows TEPCO a free pass.

Must be that special Japanese type of radiation that vanishes within five years....

I.. do not like the sound of anything that i am reading here. Whether it be in content, context, or manner...

This is really sick. Forcing, yes, forcing residents to go back to their homes in the disaster zone so that they do not have to continue to compensate. AND what happened to all the donations from all over the world??? Have we ever had an accounting?

@Silly: Some of it went to the whaling industry, if that helps?

The proposal says it assumes that the areas will be sufficiently decontaminated before the evacuation orders are lifted but offers no scientific rationale for the target date.

So, lift the order, doesn't matter it is safe or not?

The proposal says it assumes that the areas will be sufficiently decontaminated before the evacuation orders are lifted but offers no scientific rationale for the target date.

That's not on... no scientific rationale? What are they just saying that the radiation will be gone by then... and that's it? Magical schoolgirls in NBC suits did the work, and pow! all of the radiation just went away?

What's that smell? Sheep? Cows? No, bullsh**!

There will be no pulling wool over anyone's eyes with regard to radiation levels in affected areas, especially by the government.

People have Geiger counters and can quite easily take readings and compare those readings against what they know to be safe levels.

WOW... just WOW.... only in Japan... denying the truth and admitting the reality... seems to be a very difficult task for this nation that sweeps and keeps every problem under the rug. You can try to block out the sun with your hands, but it's not going to change anything. The reality is that the Fukushima plants are still leaking radiation, and the experts are worried that the plants can undergo a hydrogen explosion if the leaks don't stop, and they want to move their people back.

People have Geiger counters and can quite easily take readings and compare those readings against what they know to be safe levels.

As the Geiger Counters have been doing for the last 4 plus years. Whatever the reasons and factors that went into declaring a 20km mandatory evacuation zone costing hundreds of lives, ruining thousands more, and destroying many thousands of livelihoods, you can be sure that scientific evidence and scientific expertise were not among them. That's what the Geiger Counters have been telling you all along.

After the Chernybol, they still prevent people from moving back to that area after almost 30 years. And the radiation leakage is stopped.

Yet Japan wants their people moved back and pretend nothing wrong. Yet that the leakage is still happening, unlike in Chernybol. You can be sure none of the Japanese government would dare to put their feet down at Fukushima and live there.

What a bunch of scum bags they are! Many of these people do not want to return out fear and no real assurances it is safe to return, but if they don't go back they will get bugger all compensation! Sickening!

Prime Minister Shinzo Abe’s Liberal Democratic Party and its governing partner, the Komeito Party, will also press local governments in the disaster zone to shoulder more of the reconstruction spending now being borne by central government, according to the draft seen by Reuters.

Um, shouldn't TEPCO be responsible for this? What a great country! You can disregard safety regulations and safety upgrades, which cause the world's third largest nuclear disaster, but you don't face any legal charges and the local and federal governments pay for your mistake! That's just so awesomely unbelievable!

The reactor that melted down at Chernobyl burnt out of control for 2 weeks sending a cloud of radiation over much of Europe.  I'm not sure how the amount of leaked radiation differs between both meltdowns but Chernobyl was real serious.

Now read the same story without the "to speed up reconstruction" LDP-apparatchik propaganda spin:

HOTMAIL. chernovyl released 5200 PBQ over land while fukushima is 900 PBQ and 80% was repeased in to the sea. We are talking of 30 times more radiation in Ukraine.

zichi: ... The national radiation level prior to the nuclear disaster was 1 millisievert per year but increased to 20 millisieverts for Fukushima. ... A single CT hospital scan delivers around 10 millisieverts.

And then the machine is turned off, and the radiation stops.

But if you breathe a radioactive particle or eat one on your lettuce wrap or rock cod or whatever, if you're lucky it leaves you when you breathe out or when you've finished the digestion process. If you're unlucky it stays with you longer, maybe after death. Merrily casting rays the whole while, through the DNA and various assorted proteins in the cells and tissues surrounding it.

Introduction ... For example, those whose body contains 100 Bq of Strontium-90 are assessed, for the purposes of radiation protection, as having received a cumulative absorbed dose of ... if the person weighed 50 kg, then the mean activity concentration would be 2 Bq/kg. The resulting absorbed dose would then be 2 x 2.8 x 10-8 .... In other words, the committed dose is 5.6 x 10-8 Sv (0.056 μSv). But can this be safely compared with a dose from a chest X-ray (40 μSv ) or from natural background radiation (2500 μSv) or from a high dose acute exposure to gamma rays from an atomic bomb linearly scaled to zero dose (the current way of modelling radiation effects)? This chapter explores this question. It is one which has become increasingly necessary as serious health effects, including cancer and leukemia, have been reported in those exposed to internal radioactivity in areas contaminated by radionuclides released from nuclear sites, weapons testing fallout and accidents like Chernobyl and Fukushima, at very low conventionally calculated “absorbed doses”. ...

@Hotmail - Be careful you don't fall foul of the new Secrecy Law....

Is it a secret to state that the nuclear releases at Fukushima have not been contained and are still ongoing?would there really be a penalty under the law for stating.....the truth????
