problem is that transparency is somewhat fabricated and embellished

In a country where 'honne' and 'tatemae' are the normal behavior, transparency will not get a look in.

"the company neglected severe accident safety measures while it was obsessed with fixing minor safety problems to improve operational records." I think falsifying rector vessel pressure tests and ignoring geologists' recommendations go beyond simple neglect...

I remember the 'bucket cricality' at Tokaimura as an ominous portent of what was to come.that event showed the lax attitude of any overseeing body ages before Fukushima. Other happenings such as the contamination of Yokohama (unexplained to date) and concealment of the Speedi data post Fukushima leading to needless contamination are just a few of the monumental screw ups That are endangering the people here. Ms Macfarlane must realize that the horse has been gone for far too long.......
