Gun or stun gun? Different police responses raise questions

Why don't American police look at non-lethal ways of stopping armed people... you know, watch how British police deal with similar situations. According to "The Independent" newspaper:

In England and Wales in the 12 months to March 2016, British police discharged their firearms on just seven occasions, the statistics, released on Thursday show.

The United States of course has a bigger population than the UK – Britain has 64.1 million residents, the US 319 million. But on a per-capita basis, Britain’s rate of police gun use would translate into US police using their guns on 35 occasions in an entire year. This would be an unthinkably low number.

British police officer are authorised to carry tasers... much less lethal than a gun.

I'm not sure that the situations are comparable. If there were the same number of gun-carrying people in the UK as in the USA, I can imagine the police feeling vulnerable, demanding to be armed, and being much more likely to shoot.
