I guess you never served in the military. Political leaders in democracies are seen officially or unofficially as "commanders in chief" of their militaries, ie the most senior officer.
Since when do senior officers, of any rank, feel obliged to drop what they're doing and stand at attention due to the presence of enlisted personnel or lower-ranking officers? LOL.
