I can imagine they'll all go on the piss after this meeting at the taxpayers' expense.

Looking at "the Picnic Table Setting" and minimalist decor, I'd suggest that cost -cutting is well and truly underway.

Seems to me like you have never been in a meeting here, this one is a-typical with the exception of the cameras, media, and conference call. (Yeah I know some places do it too,) It's an appeal for the Olympics, as the initial bid included a shit-load of VR too.

If you make some of your structures truly temporary, it may help reduce costs.

Err...... it was tongue-in-cheek.
You know a wink-wink at the plastic tables and chairs at a cost cutting meeting. Irony.
And on the figure of $17billion - I'll believe that in 3+ years time when alls done. Way over I'll wager.

Was that the meeting they had to discuss what the agenda will be for the meeting they're going to have about planning the meeting for setting the speaking order at the meeting they're going to have about setting up a meeting to discuss the cost of the meeting about the cost of the Olympics?

Aren't the Olympics famous for starting from scratch every year?
No tatty old stadiums for them! Once they get rolling, it'll be featherbeds all around ...
