These look like "omikuji" or paper fortunes wrapped as arrows, but upon closer inspection, these parcels are filled with carp feed at Ko Shrine (adjacent to Izumo Grand Shrine) in Shimane Prefecture. Shrine visitors can buy carp bait to feed the hungry koi in the pond.
