you have it the wrong way around - he is shaking her hand as she is the Queen. The Queen doesnt shake hands with anyone - they shake hands with her

Surely they are both shaking each other's hands, that being the definition of 'shaking hands'. Though, looking at the photo, he seems to be only offering his fingers in that not-quite-getting-it way Japanese men sometimes shake hands, not being familiar with the custom. Cool outfit though!

Having firmly shaken the Queen's hand, the ambassador attempted to step way. Just as he withdrew, he felt Her Majesty's iron grip clutch his retreating fingers. With a gleeful smile she fixated on the ambassador's hand, gently caressing his forefinger with her thumb. She then said to him, 'oh my, what soft and youthful hands you have Ambassador...'. Upon hearing this, the ambassadors wife began to step forward.

Japanese people do not know how to wear kimono anymore. So shaking hand too. Don't ridicule them. Mrs wore kimono with hidarimaye. That is how men wear kimono. Women wear migimaye. How to bow differs. wakarimasen. Queen is dignitary. Not 90 degrees. 180 degrees.as he is not a dignitary.
