the United States, Russia, China, Japan and other nuclear-armed nations are sitting out a discussion they see as impractical.

Ah so Japan DOES have nuclear weapons after all.

Indeed ! What an hypocrisy for Japan to not participate in that conference if even the victim of the atomic bomb does not want to participate, who will ? Anyway, it speaks volume on the agenda here...and hopefully they have NK to help them to achieve it.

Isjapan preparing for WWIII?

Nations which already have nuclear weapons can afford to talk about reducing or eliminating them. But none of those nations are constantly screaming about using them on somebody. It's countries like North Korea and Iran that pose a problem.

Japan wants them. Hence, despite taking every August 6th and 9th as an opportunity to talk about how they are the sole victims of the horrors of nuclear weapons, and make lip-service remarks about it should never be repeated, the county that redefines forming panels for meetings can't be bothered to attend something it claims it wants. PM better not cry on the world stage come August.

elephant200: "And WHY NOT ISRAEL ??"

Very good point, elephant200, and a very good demonstration of the double standards of some posters on here. Israel has talked countless times about "preemptive strikes" on Iran using nuclear weapons.

Peaceful ceremony in Hiroshima last year seems to be already forgotten as past in Japan.

Japanese Abe government is subordinate regime for US.

Ruling party LDP politicians repeat : Japan needs Nuclear Plants or nuclear fuel cycle for "The Nuclear deterrent".

Many japanese do not know that using electric power of Nuclear Plants is resultantly cooperation for Nuclear weapons.

Regrettably, given the present circumstances, we must say that it would be difficult for Japan to participate in this conference in a constructive manner and in good faith,

In other words, america barked and reminded me of my place in the relationship despite the fact that these wmds decimated countless lives!!

And why not South Africa? I didn't give a full list. Try to take the sentence in context,

Japan should never store nuclear weapons in its small country . . . as doing so may risk nuclear accidents, pollution to soil, water, and other dangers. Furthermore, nuclear weapons undermine Japan's reputation as a peaceful country.
